MONROE CITY PLANNING COMMISSION

January 18th, 2022

Notice is hereby given that the Monroe City Planning Commission will meet on Tuesday, January 18th, 2022, at the Monroe City Offices, 10 North Main Street, which meeting shall begin promptly at 7:00 p.m. 

7:00P.M.

1.            Chairman Bart Lee conducting- Meeting called to order- Prayer- Roll call.

The regular meeting of the Monroe City Planning Commission was called to order by Chairman Bart Lee on January 18th, 2022, at 7:00 p.m. Opening prayer was offered by Commissioner Roberts.

2.            Approval of previous meeting minutes held November 16th, 2021.

Commissioner Mecham made a motion to approve the minutes with the stated corrections. Seconded by Commissioner Roberts. All were in favor. Motion Passes 3-0.

3.            Citizens comments.

No citizens were present.

4.            Select chair and vice chair for 2022.

Commissioner Roberts made a motion to nominate Bart Lee as the Monroe City Planning Chairman for 2022 and Commissioner Northrup as vice chair. Seconded by Commissioner Mecham. All were in favor. Motion Passes 3-0.

4.            Public Hearing to receive comments on proposed subdivision “Cornerstone Subdivision” located at approximately 820 South Jones Road-submitted by Randy Draper.

Commissioner Lee closed the regular planning commission meeting at 7:07 and opened the public hearing meeting at 7:07 p.m. on January 18th, 2022.

No comments were made.

Commissioner Lee closed the public hearing at 7:11 p.m. on January 18th, 2022.

5.            Public Hearing to receive comments on proposed subdivision “Tree Lane Subdivision” located at approximately 350 North 300 West-submitted by Nathan Young.

Commissioner Lee opened the public hearing at 7:11 p.m. on January 18th, 2022.

Nathan’s plans are to put duplexes on all three parcels. He will have to work with the canal company to make a driveway across the ditch to access the homes. Commissioner Roberts asked about water to the lots. Monroe City Recorder Allison Leavitt stated there is culinary water to the property, but there is no irrigation to the parcels. She also informed the commissioners that Nathan has met with Monroe City Power Superintendent Josey Parsons for hookup costs and power connections. Commissioner Lee asked if there were any issues that were seen by the commissioners? Councilmember Cartwright asked to verify that the ditch is not going to be a Monroe City issue and Allison Leavitt stated that Nathan is aware it is between him and the canal company, and they will have signed documentation of that agreement. No other questions or concerns were made.

Commissioner Lee closed the public hearing at 7:16 p.m. on January 18th, 2022.

Commissioner Lee reopened the regular planning commission Meeting at 7:16 p.m. on January 18th, 2022.

6.            Conditional Use License “Katie N Kompany” located at 395 North 100 West submitted by Katie Owens.

Katie is here seeking approval to get a license to operate her business out of her home. Her orders tend to be larger orders, so she delivers most of them. The type of customers that come to her house are individuals who want one maybe two custom items. She has a pickup box outside of her house, so traffic is not going to be an issue. They have worked hard to make the front of their property appropriate to have a business, including widening their driveway, trimming trees, and giving their home more curb appeal.  Commissioner Mecham made the comment that he has noticed the improvement and that they have done a great job with their property. Katie also said she has no employees or loud equipment that would bother neighbors. Commissioner Lee made the conditions if traffic increases that her business will need to be reevaluated.

Commissioner Roberts made a motion to recommend approval to the Monroe City Council for “Katie N Kompany” with the conditions that if parking becomes an issue or foot traffic increases her business will need to be reevaluated. Seconded By Commissioner Mecham. All were in favor. Motion passes 3-0.

7.            Conditional Use License “Alve Nation LLC” located at 401 West 370 South submitted by Josh Alvey.

Josh is here wanting to open a pre-hung door shop. He will not have any customers coming to his house, nor will he have any loud machinery that will bother neighbors. He has all the proper safety equipment, including fire extinguishers. No sales will be made from his home. The doors will be assembled in his shop. Hours of operation would be 8-6 Monday thru Friday. Commissioner Lee asked about how things would be delivered? Josh stated that materials would be delivered to his shop off a trailer and then loaded up on another trailer and delivered to the store for retail sale. Commissioner Lee asked Josh to get all his required paperwork submitted to the Monroe City office before city council on January 25th 2022. Conditions were made to limit traffic coming to and from his property, no large semi’s delivering any materials and that he cannot increase his size of operation.

Commissioner Roberts made a motion to recommend approval to the Monroe City Council for “Alve Nation LLC” with the conditions that traffic coming to and from his property will be limited, no large semi’s delivering any materials and that he cannot increase his size of operation. Seconded by Commissioner Mecham. All were in favor. Motion passes 3-0.

8.            Other Business.

Commissioner Lee would like the planning commissioners to review the table of contents with the land use update. Commissioner Lee would like to have the current updates approved by April. These updates have been done with a land use professional that the city has hired through a grant with UDOT to update all the land use and subdivision ordinances. Commissioner Lee touched base on the updates that include the zoning districts, the permitted uses in each zone and other updates to the table of contents. He asked all the commissioners to come prepared with comments and suggestions to the February meeting.

9.            Adjournment.

Commissioner Mecham made a motion to adjourn at 7:51 p.m. Seconded by Commissioner Roberts. All were in favor. Meeting adjourned.
