MONROE CITY PLANNING COMMISSION

July 19th, 2022

1.            Chairman Bart Lee conducting- Meeting called to order- Prayer- Roll call.

The regular meeting of the Monroe City Planning Commission was called to order by Chairman Bart Lee on July 19th, 2022, at 7:00 p.m. Opening prayer was offered by Commissioner Lee.

2.            Approval of previous meeting minutes held June 20th, 2022.

Commissioner Northrup made a motion to approve the minutes with the stated corrections. Seconded by Commissioner Dickinson. All were in favor. Motion passes 4-0.

3.            Citizens comments.

No citizens were present.

4.            Conditional Use License “Colby Airbnb” located at 350 South Main Street. Submitted by Kaci Anderton and Rhett Colby.

Rhett and Kaci have a fully furnished basement in their home that has a kitchen, laundry room, bathroom and 3 bedrooms. Rhett has been updating the basement to bring it to code, currently he has been making all the old windows legal size. Commissioner Dickinson asked if he was finished with installing the new windows and Rhett told him that he has two more to install. Commissioner Dickinson made the comment that the lot is large and so parking wouldn’t be an issue.  Commissioner Northrup asked if there was access to the upstairs? Rhett told them it has an access door that is locked from the inside from the top of the stairs. Commissioner Dickinson also asked about the septic system if it were large enough to house more guests? They replied that the health department has passed off the septic system to accommodate more people. No other questions were asked.

Commissioner Northrup made a motion to recommend approval of “Colby Airbnb” to the Monroe City Council. Seconded by Commissioner Dickinson. All were in favor. Motion passes 5-0.

5.            Conditional Use License “Love Thy Lash” located at 380 N 300 W. Submitted by Kayla Nay.

Kayla was not at the planning commission meeting but had a detailed letter explaining her lash business. She is a master esthetician who has space in her home for a dedicated lash salon and would like to have clients start coming there. She has plenty of parking and would only have one client at a time. Commissioner Dickinson asked if other esthetic procedures would be done? Since Kayla was not there to answer and her letter only stated lashes the commissioners put a condition that she is only allowed to do lashes inside of her home.

Commissioner Dickinson made a motion to recommend approval of “Love Thy Lash” with the condition that the license is only valid for lashes to the Monroe City Council. Seconded by Commissioner Roberts. All were in favor. Motion passes 5-0.

6.            Other business.

No other business was discussed.

7.            Adjournment.

Commissioner Dickinson made a motion to adjourn at 7:19p.m. Seconded by Commissioner Mecham. Meeting adjourned.
